Project Delegate Malawi – Forecast Based Action

Help ensure that the Danish Red Cross can provide lifesaving response


The position forms part of the cooperation between Danish Red Cross and the branch of Faroe Islands Red Cross. Speaking Faroese is therefore a must. 

Together with the Country Office team in Malawi, the Project Delegate will provide support to emergencies and disasters with a specific focus on forecast based actions. The project delegate will support and further strengthen the development of the forecast based action (FbA) approach in Malawi and will assist with the development of forecast and trigger-based actions as well as support resource mobilization for such. This will be done with support from the Danish Red Cross technical specialists working with FbA and information/data management in Malawi.

The position falls under the Disaster Management Unit in the International Department at the Danish Red Cross HQ in Copenhagen and you will work in close collaboration with the Faroe Islands Red Cross. However, the Project Delegate will be based in Malawi and will be under the immediate supervision of the Danish Red Cross Country Manager.

 

Your tasks

  • Support the implementation of the ECHO IDREAM project, in close collaboration with the regional FbA delegate
  • Support the development of the FbA concept and approach within the Malawi Red Cross Society (MRCS) Disaster Management Unit
  • Support the establishment of FbA mechanisms at national level by assisting in refining the partnership between MRCS and all other relevant governmental and non-governmental institutions relevant
  • Support the process of expanding the scope of working forecast and trigger-based to go beyond flooding only, working towards a multi-hazard approach to FbA
  • Support improved use of data and information management in FbA and disaster management (DM) at large in MRCS
  • Support the process of developing Early Action Protocols for Forecast based Financing (specifically for IFRC pre-approval of DREFs)
  • Support the development of the Impact-based Forecasting dashboard in collaboration with 510 and MRCS
  • Ensure visibility of the FbA concept and approach in Malawi to the Danish and Faroese public and current and potential donors
  • Support the development of innovative financing solutions for disaster preparedness/response and recovery in Malawi
  • Develop and organize a cooperative program between Faroe Islands Red Cross and Malawi Red Cross Society.

Your profile

  • Excellent reporting skills in Danish and English
  • Fluent in Faroese is a must
  • Proven technical knowledge on disaster management – and innovative approaches in DM and response - willingness and openness to learn more
  • Excellent skills around data and information management – and application of these
  • An excellent communicator, with good negotiation skills and a diplomatic flair
  • Full proficiency in Microsoft Office package as well as GIS
  • Valid international driving license
  • Preferred knowledge and experience from Forecast-Based Action and innovative disaster financing
  • Red Cross experience is an asset
  • Proficient in MS Office (Word, Excel, Power Point, Outlook)
  • Planning and coordination skills
  • Understanding that process and ownership are key to achieving results in culturally and politically sensitive environments.

DRC works both with long term activities and short-term response in particular within health, disaster preparedness and response.

 

Employment Conditions

The right candidate will be offered a contract for a period of 12 months, beginning 1st of October 2021, with potential for a possible extension (funding permitting).
Salary and benefits are in accordance with the DRC Terms and Conditions for Delegates and will be between DKK 18,000 – 28,000 per month depending on experience and qualifications. The duty station is Malawi and the delegate reports to the Country Manager in Malawi. The position is a Non-family position meaning that spouses and children cannot join.
